Indian Council for Cultural Relations (ICCR) is an autonomous organisation under the Ministry of External Affairs, Government of India, dedicated to strengthening India’s cultural relations worldwide through international cultural exchange, education, and artistic collaboration. Headquartered at Azad Bhawan in New Delhi, ICCR organises global cultural festivals, artist exchanges, international tours, scholarships, exhibitions, seminars, and academic programmes that promote Indian music, dance, theatre, literature, and visual arts. The organisation also operates Indian Cultural Centres across multiple countries and supports major international events such as the India–Africa Dance & Music Festival.
History
The Indian Council for Cultural Relations was established on 9 April 1950 by Maulana Abul Kalam Azad, India’s first Education Minister, to strengthen cultural diplomacy and international friendship through the arts. Over the decades, ICCR expanded its global presence through cultural centres, scholarship programs, artist exchanges, and international collaborations, becoming one of India’s most important institutions for cultural outreach and soft power engagement worldwide.
